Eligibility and approval come first
Homeowners or their authorized agents can apply for eligible single-family or duplex homes. A tenant may act as the homeowner’s agent with consent. Subsidy money is paid to the homeowner.
Applications are handled first come, first served. The amount depends on eligible completed work and final inspection approval. Work started before approval, or done by the homeowner, is not eligible.
Work and funding limits
Combined backwater valve and sump-pump work can qualify for up to $3,500. A sump pump with overflow and floor-drain disconnection has a $2,000 limit. A backwater valve alone has a $1,450 limit.
Foundation drain disconnection, dye testing or camera inspection has a $400 limit. An overflow-only installation on an existing sump pump has a $300 limit. These are maximums, not promised payments for every project.
Finish the application
Choose a plumber licensed by the City of Windsor in the online process. The plumber contributes information, obtains required approval and arranges the final inspection. Upload an invoice marked paid in full for final review.
