Choose the right applicant type
A resident owner needs a valid driver’s licence, vehicle ownership and current property tax statement showing the permit address. A tenant needs a licence, vehicle ownership, lease and the current month’s rent receipt. Students also need proof of enrolment listing the permit address.
A non-resident landlord can buy one vehicle-specific permit with a tax statement, licence and vehicle ownership matching the owner’s mailing address. This is separate from the household limit. Subtenants cannot apply through an agreement with another tenant.

Apply and collect the permit
Email documents to parkingenforcement@citywindsor.ca for pre-approval. The office aims to respond within three business days. Approval is not guaranteed. Follow its instructions for collection.
In-person applications require paper documents. A representative needs written consent with their name and contact details. A new tenant should ask the landlord to confirm that previous tenants have left.

Visitors, replacements and misuse
A household can receive up to two vehicle permits. The second vehicle must be registered to the same owner as the first permit for the address. A visitor permit is used near the purchasing address.
A lost or stolen replacement costs $50 and requires a Windsor Police report number. Selling or misusing a permit can permanently remove the address from the program.

Useful questions and answers
Can every household get unlimited permits?
No. The city allows at most two household vehicle permits.
Does a non-resident landlord count toward that limit?
The separate owner permit does not count toward the two household permits. It is vehicle-specific.
Can a landlord buy a visitor permit?
No. Owners who do not live at the address cannot buy a visitor permit.
What replaces vehicle ownership for a visitor-only application?
The city asks for a current utility, phone or internet bill showing the applicant’s name and address.
Can I show document photos at the counter?
No. The city does not accept electronic documents for an in-person application.
How do month-to-month tenants avoid monthly visits?
The landlord can provide a dated, signed letter stating the tenant, property and expected occupancy end date, plus the owner’s contact and identity details.
Can someone collect my permit?
Yes, with written consent naming that representative and their contact information.
How long can a courtesy permit last?
Up to five days. A visitor permit must already have been purchased for that address.
Can a subtenant apply?
